Permit Compliance System (PCS), 1973-present.

The Permit Compliance System (PCS) is a computerized management information system designed to aid EPA and state agency personnel in the monitoring of the National Pollutant Discharge Elimination System (NPDES) program. Its principal function is to maintain an inventory of all NPDES permits, facilities and their discharge limitations. The Federal Water Pollution Control Act prohibits the discharging of pollutants into navigable waterways from a point source unless the discharge has been authorized by a permit issued by the U.S. EPA or by an approved state agency. It also authorized EPA to establish effluent limitations and monitor compliance.
