On inheriting his father's estate at Middle Hill in Worcestershire, Phillipps embarked on a career of collecting manuscripts and books. His collection of manuscripts eventually numbered over 60,000 items. Freeling began his career in the Bristol Post Office and moved to London in 1787. There he held the successive Postal Service positions of surveyor, principal and resident surveyor, joint secretary, and sole secretary.
