Civil War diaries, April 8, 1862-December 16, 1865, and scattered correspondence, 1861, 1865, of a member of the 7th Wisconsin Infantry, Co. H and (after August 23, 1863) a 2nd lieutenant in the U.S. Signal Corps, concerning camp life, military strategy and rumors, national politics, Richards' assessment of his officers, the battles of Williamsburg, Malvern Hill, Antietam, and Fredericksburg, the siege of Yorktown, and the Appomattox campaign. Also includes instructions and contracts with the General Land Office concerning Richards' postwar work in surveying the south and west boundaries of Wyoming, and descriptions of Kansas and Nebraska.

Congress passed a resolution creating a national weather service on February 9, 1870, and it was signed into law by President Ulysses S. Grant. This new law directed the Secretary of War to take meterological observations and provide warnings of approaching storms. The Brevet Brigadier General Albert J.
