Circular letter signed, 1792 Apr. 14, Philadelphia, to officers of the Continental Army.

Hull has been appointed by the veteran officers of the Massachusetts line to attend on Congress to raise the question of full compensation for officers and soldiers who enlisted in 1777. Their pay was to be in specie, but they have not received the full amount in specie or land; and the certificates they were given instead have greatly depreciated. Hull asks the veterans of the other states to join in the petition for full payment.

William Hull (1753-1825) was a lawyer and a soldier. He served in the Revolutionary War and afterwards in the U.S. Army where he attained the rank of Brigadier-General. In 1805 he was appointed Governor of the Michigan Territory. In 1812 he was court-martialed and cashiered from the Army because of the failure of his campaign into Canada against the British.
