Alter was born near Rensselaer, Indiana on March 31, 1879. He attended Valparaiso University, Northern Indiana Teachers' Institute, and Purdue University. After taking a correspondence course from Columbia University, Alter started working for the U. S. Weather Service. He moved to Salt Lake City in 1927 to work for the Salt Lake Weather Bureau.
