These files document Governor Edwin P. Morrow's use of the governor's power and privilege to commute prison and jail sentences. Most petitions are accompanied by an envelope which lists the petitioner's name, county and offense, and frequently the date of executive action and governor's signature. Attached to some records are copies of indictments or other court records and related correspondence, including letters from the governor stating the reason for his decision. In most cases petitioners requested pardons, but the governor opted for a commutation instead.
