Thomas Robert Bard (1841-1915), U.S. Senator from California from 1900 to 1905 and president of the Union Oil Company, was born in Pennsylvania where he studied law. He came to California in 1865 to take charge of the large land holdings of eastern owners in Ventura County and was instrumental in the subsequent development of land and petroleum in the area. Charles Fernald (1830-1892) came to California in 1848, tried mining in the Mother Lode, then went in 1850 to San Francisco, where he became a self-taught lawyer and a member of the California Bar at the age of twenty-two. Fernald settled in Santa Barbara and was elected successively as riff, district attorney, and judge of Santa Barbara County. He became recognized as a leading authority on Mexican land grants.
