The Director of Finance is the chief financial officer of the state and is responsible for protecting the financial interests of the state (Ala. Acts, 112, p. 144 [1939]). This correspondence reflects a change in the purchasing procedures for the state to a competitive bid system. Also included is correspondence concerning assistance by the director to Alabama citizens.
