Letter, 1919 Aug. 23, from Harris, in Washington, D.C., "to the Members of the Alabama State Legislature", urging them to enact legislation presented by the Ala. Board of Health in order "to carry on the work of disease prevention in Ala.", especially to prevent outbreaks of typhoid fever, malaria, hookworm, small-pox, diptheria, scarlet fever, influenza and pneumonia. He pleads especially on behalf of the poor and the young.

Harris was born in Cedartown, Polks Co., Ga., on 1870 Mar. 13, to Dr. Charles Hooks and Margaret (Monk) Harris. He received his M.D. degree from the University of Va. in 1894, and did post-graduate work at Johns Hopkins, specializing in internal diseases. He practiced medicine at Union Springs, Bullock Co., Ala. in 1894, and subsequently was the health officer for that county for eight years.
