The records from William Charles Cole Claiborne, who served from 1803 to 1812 as the commissioner to take possession of Louisiana, consist mainly of correspondence. Claiborne served at the same time as governor general of the Mississippi Territory, but when Louisiana was admitted as a State in 1812, Claiborne resigned and served as governor of Louisiana until his death in 1817. The letters reflect Claiborne's duty as commissioner to what was referred to as, Orleans territory. The letters are mainly from Claiborne to the U.S. Secretary of State, to the governor of the Mississippi Territory, and to other government officials including President Thomas Jefferson.

William C. C. Claiborne practiced law in Tennessee and became judge of the Superior Court of Tennessee in 1796. He became governor of the Territory of Mississippi in 1801 and was appointed to receive Louisiana from France in 1803.
