Schroepfer was born in St. Paul MN, and received a B.S. in civil engineering in 1928, took an M.S. in 1930, and a professional civil engineering degree in 1932, all from the University of Minnesota. He began working for the Mpls-St. Paul Sanitary District in 1933 as an asst. chief engineer, responsible for the design and construction of new facilities, then became chief engineer and Supt. of the district in 1938.
