Samuel H. Morgan was born in Duluth, Minnesota, on February 21st, 1911. He graduated from Harvard Law in 1936 and was admitted to the Minnesota Bar in the same year. He was a partner at the firm Briggs and Morgan, where he practiced law, focusing on conservation. Morgan served as chairman of the Minnesota Council of State Parks from 1966-1970 and in 1967 he helped organize the Minnesota Parks Foundation.
