The Texas governor's general counsel provides legal advice and handles litigation filed against the governor or the Governor's Office, in conjunction with actions of the Attorney General on the governor's behalf. Records are litigation files maintained by the Texas Governor's Office of the General Counsel for cases completed during Governor George W. Bush's tenure. Types of materials include correspondence, memoranda, court filings (briefs, orders, motions, etc.), proposed and final settlement agreements, press releases, news clippings, attorney notes, affidavits, deposition transcripts, research materials, exhibits, reports, printed material, maps, analyses, videocassettes, audiocassettes, and computer disks, dating 1859, 1880s, 1896, 1905, 1924, 1940s, 1955, 1968-2000, bulk 1995-2000. Subjects of litigation include the tobacco settlement and resulting attorney fees, redistricting, election and appointment of officials, termination of Criminal Justice Division personnel, cost allocation of federal funds, discrimination in education (equality of financing between black state universities and other state universities). A few smaller litigation files cover free speech, illegal immigration, and open records. The files also include amicus briefs filed by the Governor's Office and/or State of Texas in cases concerning school prayer, faith-based programs in prisons, abortion, appointments, and endangered species.
