Ferdinand (Ferd) Kramer was born on August 10, 1901 in Chicago, Illinois, to Adolf and Ray Kramer. Kramer graduated from the University of Chicago Laboratory School. He went on to attend West Point and graduate from the University of Chicago with a bachelor's degree in Philosophy in 1922.
