Jules I. Frelin was born in Alsace, but moved to Faribault MN with his family in 1885. He attended Mankato Normal School and taught in Arlington MN, also serving as school principal there. At the start of the Spanish-American war, Frelin enlisted in a Minnesota regiment, and served in the Philippines; after the war, he remained to teach French to the indigenous people there.
