John Turner was born in Amble, England in 1917. He earned his B.A. in 1939 from Yankton College in Yankton, South Dakota, his M.A. in 1949 and Ph.D. in 1950 from the University of Minnesota. He was an instructor at Yankton College and a high school teacher before joining the faculty at the University of Minnesota in 1947 as an instructor in political science.
