Harlan Cleveland was born in New York City in 1918. He graduated from Princeton University in 1938 and attended Oxford University as a Rhodes Scholar. In 1944, he was appointed to manage the Allied Control Commission economic programs in Italy. In 1947, Mr. Cleveland transferred to Shanghai, China to become director of the UNRRA China program. The School of Public Affairs was established at the University of Minnesota in 1968. In 1978, the School was significantly expanded and renamed The Hubert H. Humphrey Institute of Public Affairs.
