Horace Taylor Morse was born on 30 August 1905 in Minneapolis, Minnesota. He earned his B.A. in 1928, M.A. in 1930 and Ph.D. in 1939 from the University of Minnesota. From 1932-1936, Dr. Morse taught history at Wright high school and Ironwood Junior College (Ironwood, MI). He joined the faculty at the University of Minnesota in 1936 as instructor in education.
