Conger was born in Genoa, New York in 1884. He attended the Union Theological Seminary, Cornell University, and Columbia University from which he received his Ph.D. in 1922. He worked as a minister before the First World War and then became an assistant professor of philosophy at the University of Minnesota in 1920, serving as chairman of the Department of Philosophy beginning in 1942.
