On the effect of the war on the physical and mental condition of American youth. Reel 1, Gen. Hershey, head of Selective Service, speaks on military rejections. Dr. Lawson G. Lowrey warns of family problems effecting youths. Shows delinquent activities that reflect inadequate supervision and restraint of children. Reel 2, poses solutions for juvenile's problems. J. Edgar Hoover states that the problem lies with the homes. Shows activities of correction agencies, child guidance clinics, and other youth organizations. Points out the needs of children for affection, recognition, responsibilities, exercise, and activities in which they can express themselves.
