Charles Louis Kincannon (b. 1940) was born in Waco, Texas. He attended the University of Texas at Austin and did postgraduate study at the George Washington University, Georgetown University and the University of Maryland. President George W. Bush nominated Mr. Kincannon for director of the Census Bureau on July 27, 2001 and the Senate confirmed him unanimously on March 13, 2002.
