Covers change of command ceremony in which Wing Commander, Col. Daniel James, Jr., turns over command of the 7272d Flying Training Wing (USAFE) to Col. Walter J. Russell, Jr., and later Col. Russell turns over control to Libya; Maj. Gen. Eugene B. LeBailly participated in the USAF ceremony. Also shows security police crating sentry dogs and loading crates aboard C-141A, personnel packing office material and household goods in preparation for departure. Daniel "Chappie" James Jr. (February 11, 1920 – February 25, 1978) was an American fighter pilot in the U.S. Air Force, who in 1975 became the first African American to reach the rank of four-star general in any of the armed forces. In September 1937, James enrolled in Tuskegee Institute in Alabama. James graduated from Tuskegee with a Bachelor of Science degree in physical education.
