This series consists of unanswered letters on policy issues sent near the end of James Baker's time as President Ronald Reagan's Chief of Staff by corporations and the general public. These are primarily letters written in opposition to the Treasury Department's 1984 tax reform proposal, particularly as it affected independent oil producers and other aspects of the oil and gas industry. Many of these letters contain the same boilerplate text criticizing the tax reform proposal.

James Addison Baker III was a central figure in the presidential administrations of Ronald Reagan and George H.W. Bush. Baker served as Reagan's White House Chief of Staff from 1980 to 1985 and Secretary of the Treasury from 1985 to 1988, and as Bush's Secretary of State from 1989-1992.
