James Addison Baker III was a central figure in the presidential administrations of Ronald Reagan and George H.W. Bush. Baker served as Reagan's White House Chief of Staff from 1980 to 1985 and Secretary of the Treasury from 1985 to 1988, and as Bush's Secretary of State from 1989-1992.
