Paul Donal Harkins (b. May 15, 1904, Boston, Mass.-d. Aug. 21, 1984, Dallas, Tex.), U.S. Army officer, graduated from West Point in 1929. He was Deputy Chief of Staff during World War II to General Patton, served during the Korean War, and was the first Military Assistance Command, Vietnam (MACV) commander from 1962 to 1964, the year he retired. General Emmett (Rosy) O'Donnell was one of aviation's pioneers who from his days as an Army Air Corps air mail pilot went on to build an impressive list of military aviation firsts. In 1941 he led the first mass flight of B-17 Flying Fortresses across the Pacific from Hawaii to the Philippines. Before World War II was two days old, he had earned the Distinguished Flying Cross.
