A 1927 West Point graduate, Laurence Kuter transferred to the Air Corps in 1930. In 1941 he was one of the principal authors of the basic plan for employment of air power in World War II and he then took command of a bomber wing in England. After tours of duty in North Africa, Washington, D.C. and the Pacific Ocean Area, Kuter was promoted to major general.
