Berl I. Bernhard (b. 1929), lawyer and government official was General Attorney, Staff Director, and Executive Staff Director of the Commission on Civil Rights from 1958 to 1963. Bernhard was also a campaign aide to Senator Edmund S. Muskie from 1971 to 1972, and was a senior advisor to the U.S. Secretary of State from 1980 to 1981. WorldCat record id: 31605113 Roy Wilkins was born in St. Louis, Missouri, grew up in St. Paul, Minnesota and graduated from the University of Minnesota. Wilkins edited the KANSAS CITY CALL, a Black newspaper, from 1923 to 1931. Wilkins became Assistant Secretary of the NAACP in 1931 and became Executive Secretary in 1955.
