This series contains biographical data, evaluations, correspondence and memorandums regarding the appointment of personnel in the diplomatic and consular service. It also contains documents relating to the consideration of political appointees for various posts. This series is a source of information on the staffing of foreign service posts with women, minorities and individuals representing various political constituencies. Frank assessments of the performances of many chiefs of mission are found here and much of the series reflects input sought and obtained by Secretary John Foster Dulles from his staff concerning the political suitability of ambassadors and potential appointees. This series also contains candid assessments of U.S. ambassadors to certain countries, lists of chiefs of missions, and lists of where changes needed to be made. Some of the individuals mentioned within the files include John Paton Davies, Julius Holmes, Wolf Ladejinsky, Jesse Locker, William D. Pawley, Val Washington, and Leonard Hall. Subjects include political patronage; procedures for selecting career and political candidates for positions; discussions of most urgent problems for ambassadorships in certain countries; and maintaining political liaison between the Secretary of State's office and the Republican National Committee. There is also information on the supervised recruitment of personnel; comments on certain individuals' connections to Truman Administration; and the work of the Director of Minorities within the Republican National Committee.

John Paton Davies was born on April 6, 1908, in Kiating, China. He attended the University of Wisconsin in 1928 and 1929, and Yenching University in 1930. Holmes, Julius Cecil (1899-1968), soldier and diplomat, was born in Pleasanton, Kansas. He combined study at the University of Kansas from 1917 to 1922 with service as an officer in the Kansas National Guard and the army reserve.
