Philip William Buchen was born on February 27, 1916 in Sheboygan, Wisconsin. He received an A.B. from the University of Michigan in 1939, and a J.D. from Michigan in 1941. In 1941 he set up a law partnership in Grand Rapids, Michigan with his Michigan fraternity brother, Gerald R. Ford, and worked for the firm until 1942. Morton H. Halperin (b. 1938) was Deputy Assistant Secretary of Defense for International Security Affairs from 1966 to 1969 and a Senior Staff Member of the National Security Council in 1969 under President Johnson. Halperin served as Special Assistant to President William J. Clinton and senior director for democracy on the National Security Council from 1994 to 1996.
