Charles L. Schultze was born on December 12, 1924 in Alexandria, Virginia. He served as the director of the U.S. Bureau of the Budget under presidents John F. Kennedy and Lyndon B. Johnson, and he was appointed a senior fellow of the Brookings Institution in 1968.
