The original production summary sheet reads as follows: Two civilian officials discuss the problems associated with the doctor draft. They propose a program of career incentives, including a scholarship program for medical students. Participants in the program would receive a free education and would serve in a branch of the armed services in return. They also discuss the problem of medical treatment and benefits for military dependents. In the second part of the film, retired General James Doolittle congratulates the Civil Air Patrol on its 12th anniversary. Doolittle discusses the organization's operations, including air rescue and disaster relief. He concludes by encouraging young men and women to join the Civil Air Patrol and begin careers in civil and military aviation.

James Harold "Jimmy" Doolittle (December 14, 1896 – September 27, 1993) was an American military general and aviation pioneer who received the Medal of Honor for his daring raids on Japan during World War II. He also made early coast-to-coast flights, won many flying races, and helped develop instrument flying.
