Int, Sec of the Army Wilber M Brucker presents Dept of the Army Exceptional Civilian Service Award to John W Macy, Jr, retiring Executive Director of the US Civil Service Commission. Friends, family of Mr. Macy are present. Gen Maxwell D Taylor congratulating Macy. CU, Macy speaking after the award. -- Mr Milton, his wife followed by others, walk in the corridors and on staircase in Pentagon. Ceremony, Mr Milton is sworn in as Under Secretary of the Army in Sec McElroy's office. Donald Quarles and Gen Maxwell D Taylor are present. Milton starts to speak. A posed shot of Mr Quarles, Mr Milton, Gen Taylor and person administering oath. -- USS Taconic tied up at pier. Officers followed by Gen Palmer come down ship's ladder, leave in car. Palmer visits the 1st Bn, 8th US Marines, inspects the troops, and watches a short demonstration put on by Marine Pltn. Gen Palmer, Gen Adams and others watch demonstration. Good CU, Palmer. Palmer, Brig Gen David Gray, Admiral Holloway walk from copter. Maj Henderson leads Gen Palmer and others thru a bivouac area. Henderson briefs Palmer in tent. A few men cleaning weapons. CU, shelter halves and supplies. In bivouac area as helicopter is seen flying past trees.
