James Woodrow Kelly was born December 24, 1913, in Carthage, Arkansas. He received his commission as Lieutenant in the U.S. Navy Chaplain Corps in 1942, and advanced through the grades to the rank of rear admiral in 1963. He was appointed Chief of Chaplains in 1965.
