A brief shot of Maj. Whiting directing the band in the inner court of the Pentagon. Gen. Lyman L. Lemnitzer, Vice Chief of Staff, US Army, representing Gen. Taylor, congratulates Maj. Whiting and the band on the completion of their tour of Europe. Sec. of the Army Wilber M. Brucker makes a speech "bringing the congratulations of everyone" to the US Army Field Band. He speaks of the interpretation of fine music, the Army band and its leader, Maj. Whiting. The Secretary's Army aide reads citation as Maj. Whiting stands on the platform. Sec. Brucker presents citation to Maj. Whiting.

Lyman Louis Lemnitzer (August 29, 1899 – November 12, 1988) was born in Honesdale, Pennsylvania. He received his commission in the Coast Artillery Corps from West Point in 1920 and was an instructor at West Point from 1926 to 1930, and again in 1934 and 1935. He graduated from the Command and General Staff School in 1936 and the Army War College in 1940 and saw duty with war plans division and the staff of Army Ground Forces from May 1941 to June 1942.
