VS Orphange under construction. Korean laborers lay cement foundation. LS, laborers bring large rocks and place them in the foundation. HS, town and completed roads with construction work going on. Drawing of the location of the buildings and the new town. LS, operation tent of the 74th Engineers. Gen Maxwell D Taylor is greeted by Gen Carter B Magruder. Gen Magruder points out new bridge to Gen Taylor. Gen Magruder, Gen Taylor, Gen Choi and thier party walk twd the display of the future town. Gen Taylor is briefed by the Engineers Officer and then speaks to several Korean civilians. CU Gen Taylor and Choi, talk. Gen Taylor and other officers check the concrete work on one of the foundations. Gen Taylor gets into helicopter.

Maxwell Davenport Taylor (August 26, 1901 – April 19, 1987) was a senior United States Army officer and diplomat of the mid-20th century.[1] He served with distinction in World War II, most notably as commander of the 101st Airborne Division, nicknamed "The Screaming Eagles."
