Ridgway, SACEUR; Brind, CINC Allied Forces Northern Europe and other members of SHAPE take their places on HQ steps for ceremony honoring Brind's retirement from his command. LS, officers assembled on steps of SHAPE HQ. In presenting the scroll, Ridgway pays high tribute to Brind who, "encountered and overcame great difficulties". Terming Brind's work a "great accomplishment" and "inspiring", Ridgway points out that there is still much to be done and cautions against complacency. He urges the NATO leaders to seek the means to continue from "our governments". Ridgway presents the scroll, exchanges salutes, shakes hand with Brind. In reply, Brind priases Ridgway for his "inspiration..and..encouragement". They pose with the scroll for newsmen. CU, scroll, commending Brind for distinguished services to the cause of NATO.

General Matthew Bunker Ridgway (March 3, 1895 – July 26, 1993) was a senior officer in the United States Army, who served as Supreme Allied Commander Europe (1952–1953) and the 19th Chief of Staff of the United States Army (1953–1955). He fought with distinction during World War II, where he was the Commanding General of the 82nd Airborne Division, leading it in action in Sicily, Italy and Normandy, before taking command of the newly formed XVIII Airborne Corps in August 1944.
