Reel 1, shows Kaesong cease-fire talks. A helicopter takes off from Munsan for Kaesong with Adm. Joy and truce negotiation team aboard. They land and are greeted by the North Korean and Chinese delegation and armed North Korean troops in violation of the agreement on cease-fire talks. Correspondents in a truce negotiation convoy are turned back by North Korean guards and the whole convoy then returns to the UN lines. Gen. Allen, Gen. Ridgway's aide, broadcasts a protest to the Chinese and North Koreans over the radio. Reel 2, Gen. Allen broadcasts a protest to the North Koreans and Chinese against their violations of the cease-fire talks agreements. North Korean and Chinese agree to Gen. Ridgway's terms as broadcast by Gen. Allen and the talks begin at Kaesong. A radio relay station is set up on a hill to carry news of the talks. Gen. Nam Il of North Korea and his aides arrive. Close-up of empty conference room.
