Thomas Jay Hayes (1888-1967) was born in Ironton, Ohio. He received his commission in the infantry from West Point in 1912 and later served at the invasion of Vera Cruz in 1914, and with the 5th Division, American Expeditionary Force during World War I. He advanced to the rank of brigadier general in September 1941, then to major general in February 1942.
