Roy W. Lilley grew up in the Virginia Dale area of the Colorado-Wyoming border. His father Charles Weston Lilley was ranch manager for the Windy Hollow Ranch and Table Mountain Ranch. Roy Lilley became an executive officer of the American National Cattlemen’s and other stock growers associations in the West.
