June Etta Downey was born on July 13, 1875, in Laramie, Wyoming. She graduated from the University of Wyoming in 1895. She accepted a fellowship in psychology at the University of Chicago, completing her doctoral study in 1907 with a dissertation on "Control Processes in Modified Handwriting." William O. Owen (1859-1947) was a surveyor and mountaineer who lived in Laramie, Wyoming, when the town was first founded. In 1898, he climbed the Grand Teton. His claim to be the first person to reach the summit of the Grand Teton was disputed by N.P. Langford, who claimed to have reached the summit in 1872.
