Wilbur D. Simons was a research hydrologist for the Geological Survey Team in the mid twentieth century. This collection contains his papers, reports, and other information on streamflow issues on the Columbia and Snake Rivers in Washington, Oregon and Idaho and his work on cloud seeding programs in the Hungry Horse Basin in Montana and South Dakota.

Wilbur D. Simons worked as a research hydrologist for the Bureau of Reclamation as Chairman of their Depletion Task Force to collect data on streamflows from the Columbia and Snake Rivers in the States of Washington, Oregon, Idaho and Utah.
