Rev. Waldo Ellickson arrived in Milwaukie in January of 1946 to begin services in the area. The first service was held February 3 with fifty people present. Organization took place February 10. Two days later a parsonage was purchased. Groundbreaking for the first church was held July 20, 1947, with dedication following on October 17, 1948. In 1946, longings for a church among a group of Lutheran families led to a request to the board of Home Missions for a congregation. District president H. L. Foss contacted Rev. Waldo Ellickson of Milwaukie Lutheran Church to begin some work. The first service was held December 1.
