The Lower Baker Dam was constructed by Puget Sound Power and Light beginning April 1, 1924. Despite delays caused by worker strikes and a harsh winter, the dam was completed on October 19, 1925 and began service on November 19, 1925. The construction project included the dam, power house, connecting tunnel, 92 miles of transmission lines and substations at Beverly Park and Sedro-Wooley.
