Born in Seattle, Washington in 1904. Received his B.A., M.A. and LL.B. from the University of Montana and S.J.D. from Harvard University. Practiced law in Montana and then joined the Department of Justice where he became assistant attorney general in the Lands Division. Returned to practice of law and drafted Administrative Procedure Act. Served as president of the University of Montana, 1951-1959. Taught law at the University of Virginia, 1959-1975. Died in 1979.
