The Joseph Rosenblatt papers are a collection of correspondence concerning commission operations, copies of the published commission report, speech by Calvin L. Rampton to the Utah State Legislature, and subject files of the commission. Rosenblatt was the Head of the Commission on the Organization of the Executive Branch of the Government, popularly known as the Utah Little Hoover Commission, an entity responsible for restructuring Utah's executive branch of state government. Their recommendations were implemented under governor Calvin L. Rampton.
