The collection contains administrative, legal and subject files, and printed materials relating to the Jacksonville - Duval County, Florida government consolidation period of 1967-70. The papers provide insight and documentation on this pivotal era of Jacksonville history as witnessed by Richard A. Martin, a central participant in the consolidation process. Martin, a Jacksonville, Florida author, used the files as source materials to complete his book, Consolidation: Jacksonville-Duval County, the Dynamics of Urban Political Reform (1968). As a local journalist, editor, and municipal employee, Martin was a prime observer of Duval County history and politics.
