John Frederick Sleeman was born in Durham, England, on the 01 June 1915 . He studied at St Andrews University , and graduated in 1937 with a First Class MA Honours in Economics and Modern History. He then won the Ramsay Research Scholarship and spent two years at Manchester University in the Economics Research Section under Professor J Jewkes and D N Chester.
