Sir Oswald Raynor Arthur (1905-1973) was educated at Charterhouse, and Corpus Christi College, Cambridge. He entered the Colonial Service in Nigeria in 1928. In 1937 he was transferred to Cyprus where he held the posts of Administrative Officer (1937), Commissioner (1946), Chief Commissioner (1948) and Governor's Deputy (1950).
