This series contains files on New Deal agencies such as the Federal Business Association (FBA), the National Youth Administration (NYA), the State Emergency Relief Administration (SERA), and the Works Progress Administration (WPA). The files relating to the FBA include newsletters, memoranda from Washington, D.C., minutes of meetings, membership lists, and correspondence. Records relating to the NYA include correspondence, lists of state directors and field representatives, lists of students in the defense program (1941), and forms for students applying for assignment to the Sherman Indian Boys Resident Project which includes transcripts of high school records, results of serological tests for syphilis, medical releases, and reference letters. The records relating to the SERA include weekly progress reports and photographs of work being done at the Sherman Institute. The records relating to the WPA include correspondence, memoranda, expenditure reports, time records, semi-monthly work schedules, and project proposals along with other information on WPA projects.

The Sherman Institute was established in 1900, as a successor to the Perris Indian School (Perris, Calif.), after the water supply to the previous school was deemed insufficient. By 1901 a site in the city of Riverside was selected, at the corner of Magnolia Avenue and Jackson Street. On July 19, 1901, the cornerstone was laid for the new school building of Sherman Institute, and the school officially opened on September 9, 1902.
