This series consists of records of the Compliance Division relating to an investigation by a committee headed by Capt. W. P. Robert which was appointed to study the extent of changes in labor and trade-practice standards after the invalidation of the codes of fair competition. This committee utilized surveys in its work. Included in this series are correspondence with state and regional offices concerning the surveys; copies of memorandums concerning the organization and procedures of the Committee; minutes of Committee meetings; weekly and monthly statistical reports summarizing the daily reports submitted to the Committee by field offices of the National Recovery Administration; and sample copies of survey forms. There are also copies of "Code Deviation Reports" from state directors to the chairman of the Committee. These reports relate to business and employment conditions, changes from code standards for labor and trade practices, and statements by employers favorable or unfavorable toward the National Recovery Administration.
